I have tried adjusting the height in the design view "Form Footer" but whatever size I put in has no bearing on resolving the problem of only seeing half height details in the footer which makes it very difficult to read. What help can you offer.

I have the same problem, and I doubt it'll get fixed any time soon.
I believe it is attributable to rendering on certain hi-res monitors, specifically, 4K monitors that can render at 3840 x 2160.
What monitor do you use and what settings are applied.

I have same size monitors and not this issue, so there must be another factor at work. Maybe the Zoom level or Scale in Windows Display Settings?
