I am referencing Outlook Contact Card as a resource in a Document. Is there a generic hyperlink for Outlook Contact Card in Windows 11 Enterprise Version "24H2" ?

If by Outlook Contact Card you mean the Microsoft 365 profile/people card that appears when you click a person's name or photo in Outlook, there isn't a documented generic hyperlink or Windows 11 URI that opens that card directly.

The contact/profile card is a contextual Microsoft 365 component. Microsoft documents it as opening when you select or hover over a person's name or profile picture in supported Microsoft 365 applications such as Outlook, Teams, Office.com, and SharePoint.

Therefore, I wouldn't recommend putting an undocumented Outlook URL or protocol in your document, since its behavior could change between Classic Outlook, New Outlook, and Outlook on the web.

If the purpose of the document is simply to provide contact access, better supported options would be:

Use a mailto: hyperlink for the person's email address.
Link to Outlook on the web/People if your organization has an appropriate Microsoft 365 destination.
For internal organizational documentation, link to a SharePoint or Microsoft 365 profile page if your organization provides one.

Also, Windows 11 Enterprise 24H2 doesn't control this. The profile card is a Microsoft 365/Outlook feature, not a Windows 11 feature.
