WHCP/WHQL Eligibility and Geographic Restrictions for Kernel-Mode Drivers

Hello Microsoft Hardware Team,

We are developing a commercial endpoint security product that includes a Windows kernel-mode file system minifilter driver.

Before purchasing an EV Code Signing Certificate and enrolling in the Windows Hardware Developer Program, we would like to clarify the eligibility requirements for WHCP/WHQL driver certification and Microsoft signing.

Could you please clarify:

1. Are there any country-specific or geographic restrictions on companies participating in the Windows Hardware Compatibility Program (WHCP) and submitting kernel-mode drivers for WHQL certification and Microsoft signing?
2. Are there any export-control, sanctions, or other regulatory restrictions that could prevent a company located in a particular country or region from using WHCP/WHQL driver signing services?

We would appreciate clarification on these requirements before we proceed with purchasing the EV certificate and starting the enrollment and HLK testing process.
