This error usually means Excel is installed but not responding, or the Office file association/integration is damaged. Since the PC is also having broader problems on Windows 11 Pro with Office 2019, use this order:

    1. Update Office first
      • Open any Office app.
      • Go to File > Account.
      • Under Product Information, select Update Options > Update Now.
    2. Test Excel in Safe Mode
      • Press Windows + R.
      • Type excel /safe and press Enter.
      • If Excel opens in Safe Mode, the issue is likely caused by an add-in.
      • Then go to File > Options > Add-Ins.
      • In Manage, select Excel Add-ins or COM Add-ins, then select Go.
      • Clear add-ins one at a time, restart Excel normally, and test again.
      • Older add-ins called out as known problem sources include Abbyy FineReader, PowerWord, and Dragon Naturally Speaking.
    3. Repair Office For Office 2019 on Windows 11:
      • Open Settings.
      • Go to Apps.
      • Find the Office program.
      • Select it, then choose Modify.
      • Select Online Repair, then Repair.
If the problem is specifically that Office files do not open in the correct app, a Quick Repair is also documented through:
      • Control Panel > Programs > Programs and Features
      • Select the Office product
      • Choose Change
      • Run Quick Repair
    4. Update Windows
      • Select Start.
      • Type Windows Update.
      • Select Check for updates.
      • Install available updates.
    5. If Office still shows as busy, unresponsive, or cannot be repaired normally
      • Restart the PC and try again.
      • If needed, use the Microsoft uninstall troubleshooter to completely remove Office, then reinstall it.
    6. If the whole PC is unstable after updates
      • Check for updated video card, printer, mouse, and keyboard drivers from the device manufacturer.
      • On some laptops, outdated DisplayLink drivers can also cause Office startup problems.

If Excel opens in Safe Mode but fails normally, focus on add-ins. If Excel does not open even in Safe Mode, the better next step is Online Repair or reinstalling Office.

    Hi Robinson Abbie

    Welcome to Microsoft Q&A forum

In addition to the troubleshooting already provided, please check whether the problem affects all embedded Excel objects or only this particular file:

    1. Open Excel directly and confirm that you can create and save a blank workbook.
    2. Open a new Word or PowerPoint document, then select Insert > Object > Microsoft Excel Worksheet.
    3. Try opening and editing the newly created Excel object.

If the new object works, the original document or embedded worksheet is likely damaged. Try saving the document as a new copy or obtaining a fresh copy from its creator.

If the same message appears with every new object, check Control Panel > Programs and Features for multiple Office versions. Remove any older or incomplete Office installation, then restart Windows. Word, PowerPoint, and Excel should all belong to the same Office 2019 installation.

Please also clarify which application contains the Excel object and whether the error occurs in every document or only one. And also, about the problems with your computer - it would be perfect if there's more information about it as well.

Hope this helps. Please feel free to let me know if you need any further assistance
