Account creation has been blocked problem

Hello Microsoft Community,

I am writing to seek assistance with a persistent issue when attempting to create a new Outlook account outlook.com. Every attempt ends abruptly with the following error message:

Account creation has been blocked. We have detected some unusual activity and have blocked the creation of this account.User's image

I have systematically tested every standard troubleshooting step and workaround found across official articles and forum threads, but the issue persists:

  • Official article recommendations: Tried across multiple independent devices (PC, laptop, mobile), cleared browser cache/cookies, tested Edge, Firefox, and Chrome, ensured non-Incognito/InPrivate browsing, verified JavaScript settings, and tested different network connections (home Wi-Fi and mobile 4G/5G) both with and without a VPN.
  • Windows 11 Settings method: Attempted creating the account directly via Windows 11 (Settings > Accounts > Other users > Add account -> "I don’t have this person’s sign-in information"). This yielded the exact same block.

Furthermore, I followed the official steps recommended in another community thread to contact Microsoft Support via live chat:

  1. Logged in with a separate, existing Microsoft account.
  2. Navigated to Contact and searched for "Account creation has been blocked".

Regrettably, this route creates an inescapable loop:

  • The automated "Get Help" recommendations only provide troubleshooting steps for accounts that have already been successfully created.
  • Selecting "Contact Support" simply redirects me back to this community forum, with no option to connect with a live agent or open a direct support ticket.

I have waited for a very long time in the hope that Microsoft's automated system would eventually clear the temporary flag, as suggested in previous support threads. However, waiting has not worked and every attempt is still immediately blocked.

I urgently need to get my @outlook.com account created successfully. Given that all standard methods fail, support channels loop back here, and waiting for the automated system yields no result, how can this block be manually reviewed or cleared so I can successfully create my account?

    Thank you for reaching out and informed us about the issue.
    Account creation failed could happened due to different reasons, please try creating your account again by:

    • Using another PC or creating your account on another mobile device and create using the mobile device's default Internet browser/app
    • Connect to a different Wi-fi network
    • Connect your mobile device to a hotspot instead of normal 4G/5G
    • Download the Outlook app to your mobile and create a new account through the app

    Please try the steps and above and do let me know the results.
