A submitted application cannot be edited after submission. If the application is still pending, the confirmation email can be used to delete and reapply. If the application was declined, reapplication is allowed after 14 days. For profile details such as startup name, address, or email, those can be updated in the Microsoft for Startups portal or the Microsoft for Startups experience in Azure, depending on the program experience.
