The fact that Windows recognizes the printer over Bluetooth but still shows it as offline is an important clue.
I would first try to determine whether this is a Windows printing-path issue rather than a problem with the printer itself.
A few checks may narrow it down quickly: In Settings → Bluetooth & devices → Printers & scanners, open the printer and check its current status. Does Windows show Offline, Ready, or another status?
Try printing a Windows Test Page from the printer's properties. If the Test Page also fails, the problem is probably below the individual application level.
If possible, print something from another device using the same printer. If another computer or phone can print successfully, that points more strongly toward the Windows 11 PC rather than the printer.
Check whether the problem occurs from every application or only one application. For example, if Notepad can print but another program cannot, I would investigate that application separately.
Since the printer is being recognized through Bluetooth, I would also verify that the printer has been added to Windows as the correct printer device and that Windows is using the appropriate printer driver/connection. Simply seeing the device under Bluetooth does not necessarily mean the Windows print connection is configured correctly.
I would avoid repeatedly reinstalling drivers until these checks are done. Knowing whether the Windows Test Page works, what status Windows reports, and whether the printer works from another device should make it much easier to identify whether the issue is the connection, Windows print system, or driver.
If you can provide the exact printer model and the Windows 11 version, that would also help narrow down the next step.
