This issue does seem a bit unusual, and to be honest, we've already gone through most of the troubleshooting steps I can think of.
I won't be able to respond further in this thread, but I'll leave it open so another Microsoft Community expert can take over and share any additional ideas or solutions. Hopefully someone who has encountered this particular issue before can point us in the right direction.
