Dear @Luke Ford,

At present, the Schedule Send feature in the new Outlook cannot be configured to apply automatically to all outgoing emails. This capability is currently supported only in Classic Outlook for Windows.

As a workaround in the new Outlook, you can manually schedule individual messages by following these steps:

While composing an email, select the dropdown arrow next to Send and choose Schedule send.User's image

Select one of the suggested delivery times or choose a custom date and time > User's image

Once scheduled, the message will remain in your Drafts folder until the specified delivery time. Delay or schedule sending email messages in Outlook | Microsoft Support

Additionally, if your goal is to have every outgoing email remain queued for a short period (for example, one minute) before being sent, the supported method is to configure a deferred delivery rule in Classic Outlook for Windows. After you select Send, messages will remain in the Outbox for the duration specified in the rule before being delivered.

Open Mail in Classic Outlook> File > Manage Rules & Alerts > New Rule

Under Start from a Blank Rule > Apply rule on messages I send > Next.

Leave all conditions unchecked if you want the rule to apply to all emails, then select Next and confirm by selecting Yes.

Check defer delivery by a number of minutes.

In the rule description, select a number of, enter 1, then select OK.

Select Next through the exceptions page unless there are specific messages you would like to send immediately.

Provide a name for the rule, ensure Turn on this rule is selected, and then choose Finish.

I hope the information shared helps point you in the right direction. Please try the steps above and let me know if they work. If not, we can continue working together to narrow this down.

The first response may not always resolve the issue right away, but with your help and more details, we can work toward a solution.

As long as I know, you can't do that in New Outlook. There is "Undo send" option in settings (Mail, Compose), but maximum wait time is 30s. I don't think that you can solve this using rules in New Outlook, just in classic one.

    So, options are:

    1. Use Classic Outlook
    2. If you have Business account (Microsoft 365) you can ask your administrator to set Exchange transport rule for you (it would apply to all outgoing mail)
