__Issue:__Microsoft.Network provider stuck in state transition for extended periods:
- Stuck in 'Registering' for 24+ hours
- Attempted unregister - now stuck in 'Unregistering' for 30+ minutes
I'm unable to deploy any networks or networked resources in the subscription. This is a blocker. Thanks.
