Could you please check why my account is marked as ineligible?
Unfortunately, no one on this community is able to tell you why you are not eligible for the Azure Students subscription.

You would need to create a support request to Azure's billing team through the help and support blade here: https://portal.azure.com/#blade/Microsoft_Azure_Support/HelpAndSupportBlade
The only problem you will have is that you do not have an Azure subscription on your tenant or that your Microsoft account is not a member of a tenant with a subscription assigned to it.
Does the "Important notifications" email address have to be the same as my university email, or is it okay to use my personal email for notifications?
Where are you seeing this?
From memory, the form asks for your university email address, which you must provide, so it can send you a verification code to your email. You then follow the link within the verification email which takes you back to the Azure Students sign up form, where you will need to enter the verification code into the sign-up form to continue the sign-up process.
Each time I have signed up, I have never seen an important notifications email address box.
If using a different email for important notifications affects my eligibility, is it possible to change it?
If you are meaning the box that asks for your school email address. If you didn't use the school/university email address inside that box, then the verification would fail as soon as you hit submit.
To change this, you would sign-up for the Azure Students again on a new sign-up form through this website: https://azure.microsoft.com/en-us/free/students
If the issue is related to student verification, could you please let me know what I need to do to complete the verification successfully?
When you sign-up for the Azure Student subscription, the form asks you to enter your school email address. This must be provided. When you click onto submit, the form then verifies the university email address, then sends you a verification code to the address.
When you click onto the email received, it will provide the verification code you must copy and a link you must click onto. This link will open the Azure sign-up form again with your information already populated. You then enter the verification code into the verification code textbox which is marked as optional.
After you have done this, you submit the form again, and Azure completes the verification process. If you are eligible, and it is your first time. The tenant is created using your Microsoft personal account. Your Microsoft personal account is added as an administrator to that tenant. The subscription is then applied to that tenant and your account is added as the subscription owner.
During this process, your Microsoft account is added as a billing scope and a Microsoft Online Services Agreement (MOSA) is created, where you can manage payment and bulling for the subscription. The Azure credits are applied to the MOSA agreement and assigned to the Azure Students subscription.
Then you are able to use the credits that come with the subscription to pay for the resources you have used.
For your information, I am 22 years old, I am still an active university student, and I am using my official university email to apply.
Age doesn't matter for this program. All Microsoft care about is:
- You are a registered full-time student at University or College,
- You are over 18 years old,
- You meet the requirements for the subscription found here: https://learn.microsoft.com/en-us/azure/education-hub/about-azure-for-students#prerequisites
