Microsoft for Startups onboarding fails with AADSTS90123 before Azure account creation

Net-new no-referral Microsoft for Startups onboarding. My personal Microsoft account authenticates successfully, but the official application redirects to login.microsoftonline.com/organizations and fails with AADSTS90123 / access_denied before it can create the Azure account, Entra tenant, or sponsorship subscription. The account has no existing Azure tenant or subscription.

How can Microsoft repair the onboarding identity binding or provide the supported activation path without requiring me to create a separate Azure Free or pay-as-you-go account first?

    My personal Microsoft account authenticates successfully, but the official application redirects to login.microsoftonline.com/organizations and fails with AADSTS90123

    The ADSTS error code it provided is triggered when the the token wasn't created because the identity provider had denied the request.

    As you are signing in with a Microsoft account, it means that the Microsoft login system denied your sign-in request. This may be for a number or reasons. Please can you sign into your Microsoft account profile page here: https://account.microsoft.com/profile

    Once you have signed into your account, please can you make sure the account has the following (Thinking out loud with these):

    1. A date of birth,
    2. Country or Region,

    You can also try seeing if this works in a InPrivate browsing session in case a cookie is tripping the system up when logging into your account.
