I understand that your need Entra App Gallery - new SAML SSO listing: timeline and preparation inquiry
The submission is currently blocked because Microsoft is not accepting new SSO or provisioning gallery requests while it focuses on the Secure Future Initiative. This restriction includes a new SAML 2.0 SSO listing even when SCIM provisioning is not included. SCIM is optional, but excluding it does not exempt a new SAML SSO submission from the pause. Microsoft has not published a reopening date or estimated timeline. There is no documented portal setting, API, support procedure, or partner-program route that can bypass the pause.
What you can do is to:
- Continue onboarding customers through non-gallery Microsoft Entra enterprise applications.
- Complete and test the SAML 2.0 integration in multiple Microsoft Entra tenants.
- Publish Emergent’s SAML configuration and troubleshooting documentation.
- Ensure Emergent validates the assertion signature, certificate validity, issuer, audience, and required user claims.
- Support Microsoft Entra federation metadata and signing-certificate rotation.
- Prepare the gallery submission package and submit it when Microsoft officially resumes new SSO intake. Microsoft requires prospective SAML gallery integrations to be tested using a non-gallery enterprise application before submission.
This allows existing and new customers to continue using Microsoft Entra SAML SSO without waiting for the public gallery listing. Gallery publication remains pending until Microsoft reopens intake and approves Emergent’s application.

NB: Azure Support can record the business impact and request Product Group clarification, but it cannot be relied upon to override the restriction or guarantee an onboarding date.
