The short answer is no. GGWA makes the device compliant from the date the license is acquired and assigned, but it does not retroactively waive or erase prior unlicensed use. Microsoft positions GGWA as a legalization solution that provides a valid Windows license for existing non-genuine devices going forward, not as an amnesty program.
The GGWA Supplemental Agreement states that customers can acquire licenses for existing desktops that require proper licenses, but it does not include any language forgiving historical non-compliance.
Therefore, the safest licensing interpretation is: GGWA legalizes the device prospectively only; any consideration of past unlicensed use would require a separate written agreement or audit settlement from Microsoft.
