Windows Server 2022 RDS - Downgrade Server 2025 User CALs

Hello,

I've tried following the various instructions of using the Remote Desktop Services self-help site (which installed the CALs as Server 2025 if I'm understanding correctly, thus they don't appear in my License Manager on the 2022 server), using the Visual Support site (less than helpful support via the webchat, attempts to get a callback resulted in a hangup), and calling the phone # provided in the Licensing Manager just tries to redirect to the RDS self-help site again.

We purchased a Dell Retail 5-User CAL Pack from CDW, and need to downgrade the CALs to Server 2022. Could somebody please give me an actual live phone number to somebody who can help me resolve this issue.

    VPHAN,

Thank you for your assistance in attempting to resolve this issue.

Attempting to bypass the MS Remote Deskop Services Licensing IVR was unsuccessful regardless of what buttons were pressed or keywords used.

Using the Activation Portal call back feature resulted in 2 extensively lengthly periods on hold (despite the purpose of that being to skip the hold queue) of 2.75 Hours and 3.75 Hours respectively yesterday.

Attempting to go through the Microsoft 365 Support request was also unsuccessful, though the Technical Support Lead of the agent I initially spoke with was able to provide me the contact information for Microsoft Premier Support.

Microsoft Premier Support can be contacted at 1-800-936-3100, and they were able resolve the issue within ~15-20 minutes.

you must use alternative administrative routing triggers to bypass the deflection mechanism. When you call the regional number back, wait for the prompt asking what product you are calling about and clearly state "Volume Licensing Support" or "Enterprise Activation". These specific commercial keywords often bypass the standard consumer self-help loops and route the call into the enterprise licensing queues, where a live specialist will answer and can process your retail CAL downgrade.

If the telephonic routing system continues to forcefully drop your connection, the definitive escalation path is to bypass the voice gateway entirely by leveraging the Microsoft 365 Admin Center. Logging in with any global administrator account associated with your organization's tenant, navigate to the Help and Support blade and open a new service request categorized under Billing and Licensing. In the request description, explicitly document that the Clearinghouse automated phone system is terminating your calls and that you require an immediate direct callback from a Remote Desktop Licensing specialist to process a Server 2025 retail CAL downgrade. This method forces the commercial support routing engine to initiate the phone call directly to you, circumventing the automated voice gatekeepers completely and connecting you with a representative who has the internal authorization to manually generate your Server 2022 license keys.

    Hi Peter Washburn,

Your Windows Server 2022 RD License Server lacks the internal schema to validate a Server 2025 retail key directly, meaning the license must be manually downgraded by the Microsoft Clearinghouse before installation. Since the automated self-help portal struggles with retail downgrades and standard support lines deflect to the web, you need to contact the licensing team through a specific routing path. You can generate the direct phone number for the regional Clearinghouse by opening the RD Licensing Manager, accessing your server properties, changing the connection method to Telephone, and selecting your region. When you call the resulting toll-free number, do not follow the automated prompts for technical support. Instead, repeatedly say you need to speak to a representative or press zero to break the routing loop. This forces the system to drop you into the queue for a live licensing activation specialist who will verify your CDW retail purchase and manually generate a 2022 CAL keypack for your environment.

Hope this answer has brought you some useful information. If it did, please hit “accept answer”. Should you have any questions, feel free to leave a comment.
