From your screenshots, the connector is visible while dragging, but after release Visio is treating the connector as an auto routed connecter and either failing to glue the far end or rerouting it back near the source shape. With your information that it happens only in certain drawings, I suspect this may be a Snap & Glue setting issue or a document/page connector behavior.
When you select one of the problem connectors, does the endpoint turn green/glued at both ends or does only the starting side appear glued?
- If only the starting side is glued:
- Go to View > Visual Aids > click the small dialog launcher arrow
- On the General tab, enable Glue and temporarily turn off Snap for testing
- Under Glue to, enable Connection points, Shape geometry and Shape handles > OK
- Try connecting again
- If both ends are glued but the connector still rerouted:
- Go to File > Options > Customize Ribbon and check Developer tab
- Select the problem connector > go to Developer > Behavior > Connector tab
- Set Reroute to Never and uncheck Connector can be split by changes if available
