Azure AI Foundry deployment blocked by error 715-123420 – Basic support plan

Hello,

we are unable to create a new model deployment in Azure AI Foundry.

The deployment fails immediately with the following message:

“Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.”

The affected model is: gpt-5.6-terra

Error type: BatchARMResponseError

Client request ID: 79304e01-0228-43c0-aa91-0d113c9b1792

Trace ID: 28b91c34-e16b-4b6b-ba22-e7ce1f5b60b2

Service request ID: 3f9e92c1-6f1b-4fcc-b4a1-d9d0f71b85fd

The deployment fails before provisioning is completed.

Our Azure subscription is active, but we only have the Basic support plan, so we cannot create a technical support request through the Azure portal.

Could a Microsoft moderator please determine whether this is a false-positive account-level or subscription-level restriction?

Could a Microsoft FTE moderator please contact me privately or open a secure collaboration request with the appropriate Azure AI Foundry / Azure OpenAI backend, fraud protection, security, or trust and safety team?

I can provide the full Subscription ID, Tenant ID, Resource ID, region, deployment timestamp and any additional information privately.

    I understand that your Azure AI Foundry deployment blocked by error 715-123420 – Basic support plan.

    This is not just a minor system block, Your deployment is blocked by Microsoft-side account/subscription/service protection. Region, quota, and model availability should be checked once, but they are not the real fix because the error says unusual activity and fails before provisioning. Also, there is no safe public workaround and no community-only solution that can clear this. The fix requires Microsoft backend action through an authenticated private support case. If you don't have Azure paid support, contact Priority Customer Support -PCS.
