Finding specific messages or threads using search tools within Microsoft Teams chat history

Based on your description, this does not appear to be related to a retention policy, particularly since you confirmed that no retention policy is being used. In Microsoft Teams, removing chat history removes the chat from your view, but some recent-list information may still appear temporarily due to Teams client cache or synchronization behavior. Kindly try the steps below to refresh Teams and confirm whether this is a local client display issue.
1> Confirm the chat was removed correctly
Open Microsoft Teams > Chat > locate the affected one-on-one chat > More options (…) > Remove chat history.
Close and reopen Teams, then check whether the chat still appears under Recent.
2> Check Teams on the web
Please ask the user to test in Teams web:
Go to Microsoft Teams on the web.
Sign in with the same account.
Check whether the chat still appears in Recent.
3> Reset or clear Teams cache
Fully quit Teams from the system tray.
On Windows: Open Settings > Apps > Installed apps > Microsoft Teams > Advanced options > Repair
Select Reset if the issue persists.
Reopen Teams and sign in again.
4> Sign out and sign in again
Select your profile picture in Teams > Sign out.
Close Teams completely.
Reopen Teams and sign in again.
Check the Recent list again.
