A moderator cannot initiate a refund or arrange direct contact from this thread. Refunds are reviewed case by case by Azure Billing Support, and deleting the App Service plan stops future usage but does not automatically reverse charges already incurred.
Billing and subscription support is free and does not require a paid technical support plan. In the Azure portal, open Help, choose Create a support request, set Issue type to Billing, and select Refund Request. Make sure you are in the directory containing the subscription and select the affected subscription. If the wizard shows suggested solutions, choose Return to support request and continue.
For the portal loop, try an InPrivate window with only the correct account signed in, clear portal site data, temporarily disable privacy/ad-blocking extensions, and try Edge or Chrome. Also confirm that your account has an appropriate subscription or billing role.
If it still loops, use Microsoft's Azure contact/support page to tell Billing Support that ticket creation itself is broken. Include a screenshot, UTC time, and browser version. Keep the refund explanation factual and mention that the resource was deleted immediately after discovery.
