For your concern, I have tested in my Mac using Excel version 16.111 build 26070613 and the result turns out to be likely related to chart layout engine in Excel for Mac. Among the recommended charts, only the basic charts like Column, Bar and Pie chart display fully and correctly within the chart area. The other charts like Waterfall, Funnel or Pareto do have the exact issue as you described that it only displays at 25% on the top left of chart area.
For this situation, I strongly recommend reporting this issue directly to Microsoft through Help > Feedback > send feedback to Microsoft so the product team can acknowledge this issue. The more users who report it, the faster they will prioritize a fix.
As a forum moderator, I work independently of the product team, I don't have visibility into internal design decisions or the ability to adjust how the feature behaves. I can only help confirm how the product currently works and make sure you have clear information.
