What value/field in your record source determines which values aren’t included in you final total? Can you provide some field names? Assuming field names Sub and Amt, you could try:

    =Sum([Amt] * (([Sub]=3) + 1))

this should work since ([Sub]=3) is -1 when true and 0 when false. Using +1 changes -1 to 0 and 0 to 1.
