Microsoft Azure Cognitive Services Email Verification Failing

I am using Azure Foundry for the first time. I submitted a quota request for Anthropic models. I received an email from Microsoft (See copy below). When I click verify email address, I keep getting "The request is blocked.

20260714T020350Z-r1d677ddcdbvkb9shC1MSP39c80000000k0g00000000c17y". The url it takes me to is "https://3pc.microsoft.com/vetting/". Thhis has me stuck in a loop. Any help would be appreciated.

    Hi, the 3pc.microsoft.com page is part of the verification handoff, so a block there can create exactly this loop. Please try the link in an InPrivate window with tracking protection temporarily relaxed for Microsoft domains, and test from a different network without a corporate proxy, DNS filter, or ad blocker. Also make sure the link has not expired; request a fresh verification email instead of reusing the old URL. If it still fails, this needs Microsoft support because the correlation ID can identify the backend transaction. Share the correlation ID and timestamp privately in the support case, not the full verification URL or token here.
