I am trying to deploy the model DeepSeek-V4-Flash in a new foundry, and keep getting this error. I do not understand why this is being considered as unusual activity, but it instructs me to contact support and I did not have another way to do this other than the forum here.

    Hi, this code is usually raised by the platform's automated risk controls. Check that the subscription and billing profile are active, turn off VPN/proxy traffic, and make one clean portal deployment attempt from your normal network. If it produces the same 715-123420 result, stop retrying and open an Azure AI Foundry support request. Include the model and region plus every trace/client/service request ID and UTC timestamp shown in the error. The community cannot remove that block, but the backend team can use those identifiers to decide whether this was a false positive. Please do not post subscription IDs or billing details publicly.
