Error 715-123420 (RTFP block) deploying Anthropic claude-sonnet-5 on Azure AI Foundry — request unblock

Deploying the Anthropic model claude-sonnet-5 (version 2, GlobalStandard, capacity 100) on our AIServices resource (region swedencentral) fails with error 715-123420: "Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support."

We used the ARM REST API with api-version 2025-10-01-preview and the required modelProviderData block (industry: manufacturing, organizationName, countryCode: ES), which is the documented workaround for the InvalidModelProviderData portal issue.

Additional context:

  • The subscription has visible quota and the Microsoft.CognitiveServices provider is registered.
    • An existing Anthropic deployment (claude-sonnet-4-6, created April 2026 by the same user on the same resource) works normally.
      • The error persists across retries, so this appears to be a Real-Time Fraud Protection (RTFP) block on the Marketplace auto-signing of the Anthropic offer, similar to other 715-123420 reports on this forum.
        • The subscription does not have a paid support plan, so we cannot open a technical support ticket via the Support API (InvalidSupportPlan).
      • Could the Fraud Protection team review and unblock our subscription for Anthropic Marketplace model deployments? Happy to share the subscription ID and correlation IDs via private message.

    Hi! Error 715-123420 is an account-risk or marketplace transaction block rather than a quota or ARM-template error. Repeated deployment attempts normally will not clear it. Verify that the billing profile, company name, country, and subscription contact information are consistent, then request a fraud-protection review through billing/account support. Include the correlation IDs privately and mention that another Anthropic deployment already works on the same resource.
