This issue is not related to your add-in's code or manifest; rather, it is a configuration and verification issue within the Microsoft Partner Center. Please note that having a Visual Studio Professional or Microsoft 365 Business subscription under a personal @outlook.com account does not automatically grant publishing rights, as personal accounts are not supported for Marketplace publisher enrollment.
This error usually means the Partner Center publisher account is not yet eligible for Microsoft Marketplace publishing. Please sign in with the Microsoft Entra work/school account used for the publisher profile, then go directly to Partner Center > Settings > Account settings and check the Developer/Legal profile verification status.
