Well. If the download location is in Russia; keep in mind that Russia is at war with the "West".

It looks (looking at the error message) that MS is blocking downloads towards Russia.

The error clearly states: "Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed."

One solution might be using a VPN connection...... Using a VPN server in the west. (MS sees only that server in the west and is not blocking the download.) If that is possible.

Go to https://www.microsoft.com/en-us/software-download/windows11
Scroll down to the section titled "Download Windows 11 Disk Image (ISO) for x64 devices".
Select Windows 11 (multi-edition ISO for x64 devices) from the dropdown menu and click Download.
Under the product language selection, choose Russian (or your preferred language) and click Confirm.
Click the 64-bit Download button that appears. This will immediately begin downloading your fresh, high-speed Win11_25H2_Russian_x64_v2.iso file directly from Microsoft's servers.
