Just to clarify, is it your account or subscription that has been deleted?
Normally, being in a past due state on a subscription doesn't immediately delete the Azure account. When a payment is overdue, the subscription first enters a past due state. If this isn't paid, then the subscription may become disabled, but can still be recovered by paying the outstanding balance. If the Azure subscription was disabled due to overdue payment, you can try and recover the subscription by paying the outstanding balance first. To do this, please sign into your account on the Cost Management and Billing blade: https://portal.azure.com/#blade/Microsoft_Azure_GTM/ModernBillingMenuBlade
Once you have signed into your account, please click onto "Invoices" found under billing.
You should be able to pay the invoice by clicking onto from within the invoices window. You can find out more on how to do this by visiting this article: https://learn.microsoft.com/en-us/azure/cost-management-billing/understand/pay-bill#pay-now-in-the-azure-portal
Once you have paid the past due balance off, you may be able to reactivate the subscription. Please navigate to your subscriptions in the Cost Management and Billing blade here: https://portal.azure.com/#view/Microsoft_Azure_GTM/ModernBillingMenuBlade/~/Subscriptions
Please click onto the subscription that has been disabled, to bring up the subscription details. At the top, you will see an option to reactivate the subscription.
This should allow you to reactivate the subscription. Please note that if the subscription is fully deleted, and is in the deleted state, it cannot be reactivated. All resources under that subscription are removed and cannot be restored. If you cannot do this, you will need to add a new subscription. We can either use the sign-up form for the pay-as-you-go subscription, or do this through the Azure portal. But will walk you through this if this answer doesn't work.
