Managed Home Screen settings won't apply (screen orientation and screen lock timeout)

I am configuring MHS settings for Android tablet but I see no affect. Lockscreen timeout and screen orientation is most important. Assignment shows green status, but the effect is 0. I tried both Dedicated and Fully Managed scenarios.
