For your concern, in Excel on the web, you can edit unlocked ranges in protected worksheet via Review > Manage Protection:

However, based on your screenshot, the Manage Protection tab is greyed out on your ribbon, which likely means that the workbook is in a restricted/view-only or organization-protected state, so Excel disables Manage Protection and you don't have permission to change the protection settings.

That said, I suggest you first check on the top-right of the worksheet to see which permission you are currently have:

If you only have Viewing permission, the Manage Protection tab will be greyed out by design.
If you have Editing permission but cannot use the Manage Protection tab, that helps confirm the worksheet is truly restricted.

Greatly appreciate your update.

From what I see in your screenshot, not only the Manage Protection option, but it seems like almost all of the options in your Review tab is greyed out. Not only that, the file does not provide an option to Share, Create a Copy and the Open in Desktop option is also disabled. Based on that information, the file is likely restricted using Sensitivity label or Information Rights Management.

In this case, you need to contact the file owner or the Microsoft 365 admin to remove or change the protection settings. There is nothing you can do to have the file unrestricted yourself since only the file owner or the Microsoft 365 admin has the permission to do remove it.
