Existing Microsoft Tenant Found for Educational Domain but No Administrator Access

Hello,

We are trying to onboard VS International College (Nepal) to Microsoft Education and Azure for Students.

During investigation, we found:

  • Domain: [Moderator note: personal info removed]
  • Google Workspace is currently used for email.
  • MX records point to Google.
  • DNS contains the Microsoft verification TXT record: MS=ms624xxxx7

Using the Microsoft realm lookup API, we receive:

{ "NameSpaceType":"Managed", "DomainName":"[Moderator note: personal info removed]", "FederationBrandName":"VS International College" }

This indicates that a Microsoft tenant already exists and is associated with our domain.

However:

  • We do not know the Global Administrator account.
  • We cannot create a new Office 365 Education tenant because the domain is already associated with an existing tenant.
  • Azure for Students verification fails.
  • Password reset reports that our recently created user accounts do not exist in Microsoft.

We have administrative access to the domain DNS and can provide proof of ownership.

What is the recommended process to recover or regain administrative access to the existing Microsoft tenant associated with VS International College?

Thank you.

Because the domain vsic.edu.np is already bound to an existing Microsoft 365/Entra tenant and there is no known Global Administrator, this is treated as a tenant ownership/lockout scenario. Self-service tools (password reset, new tenant creation, Azure for Students verification) will not work in this case.

    The supported path is:

    1. Treat the existing tenant as an unmanaged or locked tenant owned by the organization.
    2. Have a legitimate authority for VS International College (for example, IT lead or institutional admin) contact Microsoft Support and the Data Protection Team to regain access. They have specific processes to:
      • Verify organizational identity and domain ownership.
      • Reset credentials of an administrator account or
      • Help claim ownership of the tenant.

    Relevant options from Microsoft guidance:

    • For tenants owned by the organization but inaccessible, the documented step is to open a support ticket so the Data Protection Team can help reset an admin account or confirm ownership of the tenant.
    • If the domain is associated with an unmanaged directory (created via self‑service sign‑up), global administrators can perform an admin takeover of that unmanaged directory once they are validated as the rightful owner of the domain.

    Practically, the next steps are:

    1. Collect proof of ownership
      • Evidence that VS International College controls vsic.edu.np (DNS access, registrar records, institutional documentation).
      • Business documentation tying the institution name to the domain.
    2. Open a support case with Microsoft
      • Use the Microsoft 365/Azure support channel appropriate for the region (phone or portal) and clearly state:
        • The domain vsic.edu.np is already associated with a Microsoft tenant.
        • No Global Administrator is known or accessible.
        • You are the legitimate owner of the domain and can modify DNS.
      • Ask specifically for assistance from the Data Protection Team to regain access to the tenant or perform an admin takeover.
    3. Work through identity verification
      • Expect Microsoft to require verification of:
        • Control of the domain (for example, adding a temporary DNS record they specify).
        • Authority to act on behalf of VS International College.

Once Microsoft completes verification, they can either:

    • Reset an existing admin account so the institution regains access, or
    • Help establish a new Global Administrator for that tenant so the domain can continue to be used for Microsoft 365 Education and Azure for Students.

Self-service creation of a new tenant using vsic.edu.np will remain blocked until this process is completed.

Simple answer is to raise a support ticket within your Microsoft365 for education tenant.

Possibly some previous staff had linked the domain to a Microsoft service eg PowerBI or something similar.
