Microsoft Edge based passkeys not always working with other browsers and sometimes Edge itself

I logged this in the Feedback hub but am posting it here in case anyone has ideas.

Basically, Microsoft Password Manager passkeys which used to be only available to Microsoft Edge are now available to Windows 11 more generally on my PC, including in other browsers. I don't know how widespread this is, e.g. is it available to everyone or being rolled out gradually. However, logging into some websites with those passkeys fails, while it succeeds for other websites. Using those passkeys in Microsoft Edge also fails depending on how you use them and the same websites succeed or fail as with other browsers.

When this feature first appeared, I don't think I had those problems but now I do. I wanted to know:

  • Does anyone else have this problem and if so, did it work before?
  • Any ideas on how to fix this?

Prerequisites:

  • Windows 11 Home with the May updates (26200.8457) or later
  • The previous version of Microsoft Edge or later (current version is 148.0.3967.96)
  • Optionally: the latest version of another browser (e.g. Chrome or Firefox)

Then in Edge:

  1. Go to settings > Password and autofill > Microsoft Password Manager
  2. If Ask to save passwords and passkeys is turned off, click on the switch to turn it on
  3. Click on More settings
  4. If Autofill passwords and passkeys is turned off, click on the switch to turn it on
  5. Click on Manage Passkeys in Windows Hello

Now the Windows 11 Settings window pops up and displays passkeys settings.

  1. Click on Advanced options
  2. Make sure that Microsoft Password Manager is listed. If not then you can't go any further
  3. If Microsoft password Manager is turned off, click on the switch to turn it on
  4. If any other password manager is listed, click on the switch to turn it off for these tests
  5. If Save passkeys to this Windows device is turned on, click on the switch to turn it off for these tests.

NOTE that at some point, you'll be asked to create a PIN for Microsoft Password Manager if you haven't been asked before. Follow the prompts to do so. I can't remember where this takes place in the above steps.

The next step is to go to Edge and create at least two passkeys that you store in Microsoft Password Manager. This test assumes:

  • One in passkeys.io (a passkeys demo website) because it doesn't have this problem
  • One in microsoft.com because it does have this problem. However, if you login to your PC with a Microsoft account, you should create the passkey for a different Microsoft account.

However, you could try other websites to see if it has this problem or not.

Then if you are testing this in another browser:

  • Turn on passkeys in that other browser
  • Make sure that the relevant passkeys aren't also in the browser's password/passkey manager or on the PC under Windows Hello

Finally, make sure that the above passkeys aren't saved anywhere else that your computer can access (e.g. on the PC itself, or on a browser that you're testing this with)

How to test:

Test 1 (should fail in Edge and other browsers)

  1. Open the browser
  2. Click on the ... menu near the top right and choose New InPrivate Window
  3. Enter microsoft.com.io in the URL field near the top of the window
  4. Click on Sign in near the top right
  5. Type in the e-mail address in the field
  6. Click Next
  7. The Face, fingerprint, PIN or security key page should appear and the following popup window should appear User's image
  8. Click on Continue and enter the Windows Hello credentials
  9. A page with the following error should appear in Edge or other browsers (failure): User's image

Test 2 (should work in Edge and fail in other browsers)

  1. Open the browser
  2. Click on the ... menu near the top right and choose New InPrivate Window
  3. Enter microsoft.com.io in the URL field near the top of the window
  4. Click on Sign in near the top right
  5. Click in the e-mail field
  6. The Microsoft Password Manager passkey should appear in a dropdown menu.
    In Edge: User's image The result will look slightly different in other browsers
  7. Click on the relevant passkey and enter the Windows Hello credentials.
  8. Result in Edge - a page with the following (success): User's image Result in other browsers - same as in Test 1 (failure): User's image

Test 3 (should work in Edge and other browsers)

  1. Open the browser
  2. Click on the ... menu near the top right and choose New InPrivate Window
  3. Enter passkeys.io in the RL field near the top of the window
  4. Click in the e-mail field. The passkey in Microsoft Password Manager should appear in a dropdown menu User's image
  5. Click on the passkey and enter the Windows Hello credentials when prompted
  6. Result in Edge and other browsers - a page with the following (success): User's image

Test 4 (should work in Edge and other browsers)

  1. Open the browser
  2. Click on the ... menu near the top right and choose New InPrivate Window
  3. Enter passkeys.io in the RL field near the top of the window
  4. Click on the Sign in with a passkey button
  5. In Edge, this window appears User's image In other browsers: User's image
  6. Follow the prompt sand enter the Windows Hello security credentials when prompted
  7. Result: same as in Test 3 (success).

    Title:

    Microsoft Password Manager passkey provider prevents OpenAI WebAuthn authentication from completing in Microsoft Edge

    Environment:

    Steps to reproduce:

    1. Open Windows Settings > Accounts > Passkeys > Advanced options.
    2. Enable Microsoft Password Manager as a passkey provider.
    3. In Microsoft Edge, sign in to ChatGPT/OpenAI using an existing passkey.
    4. Windows Security displays the passkey prompt.
    5. After confirming the passkey, the browser-side WebAuthn flow does not complete and sign-in fails or remains stuck.

    Control test:

    1. Disable Microsoft Password Manager in Passkeys > Advanced options.
    2. Keep “Save passkeys to this Windows device” enabled.
    3. Repeat the same OpenAI sign-in.
    4. Edge displays the “Almost done…” progress dialog, Windows Hello requests the PIN, and sign-in succeeds.

    Expected result:

    Authentication should complete successfully when Microsoft Password Manager is enabled as the passkey provider.

    Actual result:

    Microsoft Password Manager appears to intercept the WebAuthn request, but the browser-side authentication flow does not resume or complete.

    Reproducibility:

    Consistently reproducible. Disabling Microsoft Password Manager immediately resolves the issue.
