Not able to deploy claude models inside foundry

The issue you're facing is most likely caused by a backend Anthropic Organization creation handshake failure. When you deploy Claude models through Azure AI Foundry for the first time, Azure needs to complete a marketplace handshake with Anthropic to create an associated Anthropic organization linked to your tenant. On brand new tenants, this process can silently fail, resulting in a generic ResourceOperationFailure / InternalServerError with no useful detail in the Activity Log.

Here are the steps to help you resolve this:

Step 1: Verify Resource Providers are correctly registered

Go to Azure Portal → Your Subscription → Resource Providers and confirm the following are in Registered state:

• Microsoft.MachineLearningServices
• Microsoft.MarketplaceOrdering
• Microsoft.Cdn (sometimes required)

If any show as "Registering", wait a few minutes and refresh before retrying.

Step 2: Re-accept the Anthropic Terms of Service

Sometimes the ToS acceptance doesn't propagate correctly on first try. Run the following in Azure Cloud Shell (PowerShell):

Get-AzMarketplaceTerms -Publisher "anthropic" -Product "claude" -Name "claude-model"
Set-AzMarketplaceTerms -Publisher "anthropic" -Product "claude" -Name "claude-model" -Accept

Step 3: Try deploying via Azure CLI instead of the portal

Portal deployments can mask errors. Using CLI gives more verbose output:

az ml model deploy --name claude-test --model anthropic:claude-sonnet-4-6 --workspace <your-workspace> --resource-group <your-rg>

Check the full error message returned here for more specific diagnostic detail.

Step 4: Try a different region

Since both Sweden Central and East US 2 are failing, try West US or East US as an alternative, as Claude model availability can vary and backend Anthropic org creation may succeed in a different region.

Step 5: Raise a Microsoft Support ticket

Since this appears to be a backend AnthropicOrganizationCreationFailed issue that you cannot resolve from your side, please open a support request from Azure Portal → Help + Support and specifically mention:

• Brand new tenant deployment
• Claude model ResourceOperationFailure
• Suspected Anthropic Marketplace handshake failure
• Request backend diagnostic logs for your tenant ID

This way the Azure team can investigate the Anthropic org creation on the backend directly.

Based on your description, it does appear that the issue may be occurring during the backend Anthropic onboarding/provisioning flow rather than from the Azure resource deployment itself.

Since the tenant and subscription were newly created, the Anthropic Terms of Service were successfully accepted, required resource providers are already registered, and deployments fail consistently across multiple regions (Sweden Central and East US 2),

this points more toward a backend marketplace/provider handshake or provisioning synchronization issue, potentially similar to an Anthropic organization provisioning failure.

The generic:

• ResourceOperationFailure

• InternalServerError

without actionable Activity Log details is consistent with failures occurring downstream during provider-side provisioning.

Could you please review the following checks as well:

Subscription and Marketplace eligibility

• Claude models require a supported paid Azure subscription (Pay-As-You-Go, MCA-E, Enterprise, etc.)

• Free trial, Sponsorship, or restricted subscriptions may not complete Anthropic onboarding successfully

• In Azure Portal → Marketplace → Anthropic Claude, please confirm the offer status still shows as “Accepted”

• If needed, try re-accepting the terms again

Verify required provider registrations Please ensure the following providers are fully registered:

• Microsoft.CognitiveServices

• Microsoft.MarketplaceOrdering

You can validate this from: Azure Portal → Subscriptions → Resource Providers

Role assignments Please confirm your Entra ID account has:

• Contributor or Owner access on the resource group/resource

• Cognitive Services User role on the Azure AI Foundry resource if applicable

For Entra-only authentication scenarios, ensure the service principal/managed identity also has appropriate permissions.

Check MarketplaceOrdering provisioning state You can verify whether the Anthropic marketplace linkage was successfully created using:

If this call returns:

• 4xx errors, 5xx errors, or incomplete provisioning state, that would strongly indicate the backend marketplace handshake did not complete successfully.

Please try deployment through Azure CLI with debug logging enabled to capture: correlation ID, request ID, backend failure details, and timestamps.

Additional recommendations

• Wait approximately 30–60 minutes after ToS acceptance and retry deployment

• Retry using a new deployment name

• Test deployment of another Claude family model (for example claude-haiku-4-5) to determine whether the issue is model-family-specific

• Retry deployment through both Azure AI Foundry Portal and CLI

In newly created tenants/subscriptions, entitlement propagation and third-party provider onboarding can occasionally require additional backend synchronization time before deployments become operational.

I tried above suggested points.

1. Azure account - i have a paid business basic plan on top of that i am using pay as you go. I see my account and proper entra id, this is not a trial account or MSA account.
2. resource providers - Microsoft.CognitiveServices, Microsoft.MarketplaceOrdering are registered.
3. i am creating deployments rom my owner account.
4. deployed with CLI
