Your expectation that this should be a simple, centrally managed setting is absolutely valid. In an enterprise environment, relying on individual users to disable notifications is not practical, and your feedback clearly highlights an important gap in the current design.
At the moment, Microsoft unfortunately does not provide a tenant-level control to fully disable Viva Connections news notifications. The current behavior is by design, where notifications are controlled at the user level (via Teams settings) or indirectly through content targeting and app configuration, rather than a centralized admin switch.
This is exactly the kind of real-world governance requirement that helps improve the platform. I suggest you to add your valuable idea as feedback in the Microsoft Viva Connections · Community which is the best place to share our ideas and improve the Microsoft products.
