My Windows developer account is stuck in an unverified state. The verification pages (payout, tax, legal info, publisher identity) do not appear anywhere in the Apps & Games workspace. My app submission is blocked with the message “You can’t submit to the Store until your account is verified,” but verification never started.

All support links inside Partner Center (Help + support, Contact support, error‑page support links, aka.ms/DevCenterSupport) redirect to Engage Center, which is not part of Dev Center and cannot file a ticket.
