From your description, your OneNote notebook is unexpectedly showing as read‑only on your iOS device and prompting you to ask the owner for permission, even though you are the owner.
Before changing anything, I suggest first checking whether your notes are still available from the web version. Please go to OneNote on the web, sign in with the same Microsoft account, and open the affected notebook there.
You can also try opening the same notebook on another device (such as a Windows PC or Mac). If you’re able to edit it there, that would suggest the issue is limited to the iOS app rather than your account or the notebook itself. If the notebook opens and your latest notes are visible, it would be a good idea to copy important pages to a new notebook or create a backup first.
After that, try updating the OneNote app, then fully close and reopen it. Also confirm that you are signed in with the same account that owns the notebook, as OneNote may sometimes open a notebook under another cached account/session.
You can also pull down on the notebook list to force a manual sync/refresh.
If your notebook is stored on OneDrive, it’s worth checking that your storage isn’t full, as sync or storage issues can occasionally cause notebooks to open in read-only mode.
