How to disable Microsoft Family Safety when you never set it up and then disabled it in Services but it continues to block payments

Microsoft Family Safety is asking for permission to access payment sites. I never set it up and I have Disabled it in Parental Controls and it still is blocking my ability to make payments. How do I permanently disable it. In Services-Parental Controls the service says disabled but It still blocks my access.
