Unable to Unblock User in Restricted Entities in Microsoft Defender

When I attempt to unblock a user, I receive the error "Something went wrong, and we were unable to unblock user successfully." I have never encountered this before attempting to unblock users. I've tried multiple browsers over the course of hours and nothing worked. The error persists.

    hello CT,
    This looks like a backend or permission-related issue in Microsoft Defender for Office 365 rather than a browser problem.

    Things to check:

    Ensure your account has sufficient permissions:

    Security Administrator

      Global Administrator
      
         Exchange Administrator
         
         Verify the user still exists and is synchronized correctly from Azure AD / Entra ID.
         
         Check if the user is blocked from:
         
            Restricted Entities
            
               Tenant Allow/Block List
               
                  Exchange Online Protection
                  
                  Try removing the restriction using PowerShell instead of the portal.
                  
                  Check Microsoft 365 service health for any Defender portal incidents: [Microsoft 365 Service Health](https://admin.microsoft.com/Adminportal/Home?utm_source=chatgpt.com#/servicehealth)
                  
                  If the issue persists for several hours, it is likely a Microsoft-side portal/API issue and opening a Microsoft support ticket is recommended.

    Incognito/private mode

    Different admin account

    Clearing cached Defender session cookies

    • Waiting 15–30 minutes after recent policy changes before retrying
