PowerBI simply doesn't support personal account.

What do you mean exactly by your personal account not having work resources? Is it because your work doesn't allow it, or your work has set up device conditional access policy to exclude your device?

Because otherwise, you should be still able to download the PowerBI app, and use the work account to sign in, even if your Windows is signing in with a personal account. That's what I have on my personal computer and it works just fine.

Power BI requires a work or school account; personal Microsoft accounts like @outlook.com or @hotmail.com aren't supported for signing in to the Power BI service.

To use Power BI on a personal computer that doesn't have access to work resources:

1. Sign in to the Power BI service (https://app.powerbi.com) using the work or school account associated with the organization.
2. Do not use the personal Microsoft account for Power BI; it can't be used to sign in to the Power BI service.
3. If both accounts share the same email address and a “Which account do you want to use?” prompt appears, choose the Work or school account when signing in to Power BI.

If the goal is to keep the personal computer separate from work resources (for example, not joining it to the organization), Power BI can still be used in a browser with the work or school account without giving the device full organizational access.
