API access and integration with Microsoft Partner Center for managing partner data
Manual provisioning or activation of an Xbox console for development while Partner Center account verification is still pending is not supported.
For Xbox Insider flighting and UWP/game development, the required path is:
- Complete Partner Center onboarding and verification
- For Windows/Xbox developer accounts (individual or company), onboarding and verification must be completed in Partner Center before publishing or using dev features.
- For company accounts, this includes business verification and any required due diligence checks shown under Partner Center > Account settings > Legal info and the verification summary.
- If vetting is rejected or blocked, use the Fix now flow in Partner Center to provide additional documentation and resolve issues.
- Ensure the correct program enrollment and permissions
- Confirm the account is enrolled in the Windows or Xbox programs under Partner Center > Account settings > Programs > Registered.
- Ensure the signed-in user has an appropriate role (Owner/Manager/Developer) under Account settings > User management so the Apps & Games workspace and Xbox-related options are visible.
- Xbox Insider Program flighting is separate from account verification
- Xbox Insider tenure or level does not replace or bypass Partner Center identity/business verification.
- For Xbox Insider Program flighting of a product, the product must already have Concept Approval and be properly configured in Partner Center. Onboarding to the Xbox Insider Program is done per-product via Xbox Insider Program under Services in the product’s Partner Center page, after the account itself is verified.
- There is no documented path for console activation or Partner Center access based solely on Xbox Insider status.

Because all dev and flighting capabilities are gated behind successful Partner Center verification and program enrollment, consoles cannot be manually activated or provisioned for development while the account remains in a pending verification state, even for long-term Xbox Insiders.
