Viva Engage MTO enabled but spoke user cannot join event

We have MTO enable but spoke user is not able to see event or join them even when link is given to them.

    Thank you for sharing your concenrs.

    First, I’d like to clarify that this is a user‑to‑user support forum. Moderators participating here do not have access to backend systems, nor can we directly intervene in Microsoft product functionality. Our role is limited to providing technical guidance and sharing best‑practice recommendations based on reported issues, requests, and scenarios.      

    Based on my research, this behavior appears to be by design in Microsoft Viva Engage Multi‑Tenant Organization (MTO) rather than a misconfiguration. Currently, Viva Engage MTO only supports cross‑tenant access for content such as Storyline posts, Campaigns, and Communities.

    At this time, Events (including Viva Engage Events, Town Hall, and Live Events) are not confirmed to be fully supported in cross‑tenant scenarios, and Microsoft has not published any official documentation or statement explicitly confirming such support. As a result, you may encounter the following issues: 

    Users in the spoke tenant cannot see events created in the hub tenant. 

    Even when an event link is shared directly, spoke users may be unable to access or join the event. 

    To allow spoke users to participate, you could try to: 

    Create the event within a Community in the hub tenant. 

    That Community should be configured with “Make visible to all organizations”.

    Spoke users must be added as members of the Community (synced into the hub tenant with Member permissions). 

    Community membership should be granted well in advance of the event to allow sufficient time for directory and membership synchronization.
