When I open Outlook Calendar to the default Month view, the current week is displayed at the bottom, so I am always seeing the previous 30 days. How do I set the default Month view to display the current week at the top and allow me to see the next 3o days?

The calendar doesn't support having 'this week' at the top. Outlook on the web doesn't support scrolling currently, so you can can't scroll the calendar to the top either. Sorry.

Outlook Calendar month view does not provide a setting to pin the current week to the top or to always show “today + next 30 days.” The built-in month view shows a fixed calendar month, and the position of the current week depends on the date within that month.

To quickly re-center on the current date when navigating, use Today in the calendar view, but the layout (which weeks appear at the top or bottom) cannot be customized beyond the standard month/week/day/work week options described in the documentation.
