Im afraid that Windows 11 licenses are not directly available in Azure in the same way as Windows Server. In Microsoft Azure, what you see are Windows Server images, because Azure is mainly designed for server and cloud workloads.
If you're looking to use Windows 11 in Azure, you can have AVD, this is the primary way to run Windows 11 in Azure. It allows you to deploy Windows 11 multi-session or single-session virtual desktops in the cloud but you need a valid license such as: Microsoft 365 (E3/E5), Windows Enterprise E3/E5 or other qualifying subscriptions.
