If the user has been assigned a Visual Studio Enterprise subscription but can only see Visual Studio 2015 downloads, there may be an issue with the subscription assignment, account sign-in, or entitlement synchronization.
Please check the following:
- Verify that the user is signed in with the same Microsoft account that was assigned the Visual Studio Enterprise subscription.
- Confirm in the administration portal that the subscription assignment is active and assigned to the correct user.
- Ask the user to sign out and sign back in to the Visual Studio Subscription portal.
- Compare the affected user's subscription details with the two users who can access the latest versions.
- Allow some time for the entitlement to synchronize if the subscription was assigned recently.

- Whether the subscription was assigned recently or has been active for some time.
- A screenshot of the subscription details shown for the affected user (with sensitive information removed).
