Power Automate doesn't always appear on Excel Web Automate tab

I've created a Power Automate flow that utilizes Excel Web, Outlook, and SharePoint. The flow is working perfectly except for one thing: the Power Automate button doesn't always appear on Automate tab. Sometimes it appears, sometimes it doesn't. For now, my solution is to keep refreshing the Excel file until the Power Automate button. Sometimes a "Loading add-ins" message appears on the bottom right corner (next to the zoom level controller), but it doesn't guarantee that the Power Automate button appearance. My questions are:

  • Is there someone experiencing this kind of problem as well?
  • Does anybody know what's causing this situation?
  • Is there something I can do to solve this problem?

Thank you in advance!

Hi Abram

Thank you for reaching out to the Microsoft Q&A forum and sharing your issue.

Based on my research, this behavior may be related to how the Power Automate integration is loaded in Excel for the web. The Automate experience relies on a web-based add-in, which may not always initialize consistently, causing the button to appear intermittently.

In addition, browser session conditions can also influence this behavior. Factors such as cached data, cookie settings, or browser extensions may affect how add-ins load in Excel for the web.

You may consider trying the steps below to see if the behavior improves:

  • Hard refresh (Ctrl + F5)
  • Open in InPrivate/Incognito mode
  • Disable browser extensions
  • Try another browser

If the issue still persists, you may consider posting your question in the Microsoft Power Platform Community Forum Thread to get more targeted support. It is a great space with many knowledgeable members who are willing to guide you through the steps and share their expertise, and may also help provide insights into similar cases involving add-in loading or intermittent behavior.

Thank you very much for your patience and understanding.

The behavior is most likely related to how the Automate/Power Automate experience is loaded and the platform limitations for Excel on the web.

Key points from the documented behavior and limitations:

    1. Automate/Power Automate pane availability
      • The Power Automate pane and native integration are only supported in Excel for the web and Excel for Windows desktop, not on Mac clients.
      • If using Excel on the web, the Automate experience is loaded as a web-based add-in surface; intermittent loading (for example, “Loading add-ins” showing but not completing) usually indicates issues with the web add-in environment rather than the flow itself.
    2. Environment and policy requirements
When running flows from Excel, Excel and Power Automate must both be able to authenticate consistently:
      • Excel performs a token exchange with the Power Automate service.
      • If Conditional Access (MFA, Terms of Use, device compliance) is configured differently for Excel vs. Power Automate, the integration can fail or behave inconsistently.
      • Recommended configuration is to target Office 365 or All cloud apps in Conditional Access, or if targeting individual apps, ensure Microsoft Flow Service (Application ID 7df0a125-d3be-4c96-aa54-591f83ff541c) is included with the same requirements as Excel.
      • If the token exchange fails or is blocked, the Power Automate surface may not fully load, which can manifest as the button or pane not appearing reliably.
    3. Automate tab / Office Scripts prerequisites
The Automate tab itself (which hosts Office Scripts and Power Automate integration) depends on several prerequisites. If any of these are not satisfied or are intermittently blocked, the Automate features can be missing or partially loaded:
      • The Microsoft 365 license must include Office Scripts.
      • Third‑party cookies must be enabled in the browser for Excel on the web.
      • The admin must not have disabled Office Scripts in the Microsoft 365 admin center.
      • No group policy should be blocking Office Scripts (Windows only).
      • WebView2 must be installed for certain Windows desktop scenarios.
      • The signed‑in account must not be an external/guest user in the tenant.
If any of these conditions are marginal (for example, strict browser privacy settings or intermittent cookie blocking), the Automate tab may appear but not fully load all components, including Power Automate.
    4. Deprecation of the old Power Automate for Excel add‑in
The legacy “Microsoft Power Automate for Excel” add‑in from AppSource is deprecated. The supported path is the native Automate tab integration. If any older add‑in is still installed or expected, behavior may be inconsistent. Ensure only the native Automate tab is used.

    Practical steps to improve reliability:

    1. Confirm that Excel is being used in a supported way:
      • Use Excel for the web or Excel for Windows desktop.
      • Avoid relying on any deprecated Power Automate add‑in; use the native Automate tab.
    2. Check tenant and license prerequisites:
      • Verify the account’s Microsoft 365 license includes Office Scripts.
      • Confirm the account is a regular tenant user (not guest/external).
    3. Validate browser and client configuration (Excel on the web):
      • Enable third‑party cookies for the Excel site.
      • Test in a different browser profile with default settings or in a different supported browser to see if the Power Automate button loads more consistently.
    4. Review admin and security policies:
      • Ask the admin to verify Office Scripts is not disabled in the Microsoft 365 admin center and no group policy is blocking it.
      • Review Conditional Access policies to ensure Excel and Microsoft Flow Service are treated consistently (same MFA/Terms of Use/device compliance requirements). Inconsistent CA enforcement can cause intermittent authentication failures and prevent the Power Automate surface from loading.
    5. If using Windows desktop Excel as well:
      • Ensure WebView2 is installed.
      • Confirm the Automate tab is enabled in Excel Options → Customize Ribbon → Main Tabs.

These checks address the documented causes for Automate/Power Automate intermittently not appearing or not loading correctly in Excel.
