I dont know how to set up a Admins must enable B2B direct connect

I have a subscription to teams shared by 2 emails. When I went to create a teams channel -it does not even give me an option to create a channel and I'm the admin. Is enabling me to set up a Admins must enable B2B direct connect going to solve this problem? if so, how do I do that?
