In Partner Center, HLK (hardware driver) certification submissions are done through the Hardware dashboard under Drivers. If the “Hardware Center” or submission entry point is not visible, verify these points:
- Confirm registration for the Windows Hardware Developer Program
- The account must be registered for the Hardware Developer Program before any hardware/driver submission options appear.
- Follow the steps in “Register for the Microsoft Windows Hardware Developer Program”.
- Open the Hardware dashboard (not the general Partner Center areas)
- Go to the Partner Center hardware dashboard home page.
- In the left navigation, select Hardware → Drivers.
- On the Drivers page, the button Submit new hardware is the entry point for HLK/WHCP submissions.
- Submit the HLK package from the Drivers page
- Select Submit new hardware.
- In Packages and signing properties, provide a product name.
- Upload the .hlkx/.hckx package created from HLK (or a WLK .cab package if using WLK).
- Complete any questionnaires and select the required OS signatures.
- If the submission entry is still missing
- If the account is correctly registered and the Drivers → Submit new hardware option still does not appear, use official dashboard support:
- Go to Windows developer support → Non-Technical Support – Dashboard → Ask Copilot and, if needed, open a support ticket for Partner Center dashboard access issues.
These steps correspond to the current hardware submission flow; there is no separate “Hardware Center window” beyond the Hardware → Drivers → Submit new hardware path.
