Is Access available on the 365 Personal level?

I'm trying to renew my subscription to Personal and I use Access daily. I know it's not cloud based, so I'm assuming that's how I have it.

I don't want to convert to a Business 365 if I don't have to.

This MS page suggests Access is not available in the personal version. Edit: the chart at the bottom states Access is included in all but Office Home 2024. Access is not compatible with the Mac OS with running a Windows emulator.
