From what you shared, OneNote on your iPad Pro (iPadOS 26.4.1) opens to a blank or dark screen, and although a page may load briefly, switching between notebooks frequently causes it to go blank and require repeated restarts.
It appears that some other users have also been experiencing the same issue in recent days following this update.

So far, there hasn’t been any official announcement regarding this behavior. At this stage, my recommendation is to submit feedback directly to Microsoft so the issue can be tracked and prioritized by the product team. You can do this from within the app (if possible) or via Microsoft’s feedback portal. Since this is a user‑to‑user community forum, we can only share suggestions based on our findings and personal experiences.
