Few things to check,
- If both MDM scope and MAM scope are set and this is a BYOD device, then MAM takes precedence and device enrollment into Intune will not happen. Make sure the user scope is set for MDM as all or some with the correct group mapped and MAM user scope set to none.
- Did Azure AD join happen before enabling enrollment options for Intune? In this case, manual enrollment is required. Further devices that join Azure AD should get enrolled automatically.
- dsregcmd /status - look for MDM URLs. If it is empty, it means enrollment never started.
- Try enrolling using Company portal and check
