I've tried the following to fix CloudShell:

  1. Restarted
  2. Settings/Reset User Settings
  3. Verified user permissions to Subscription and to Storage
  4. Tried creating a new Storage Account
  5. Multiple Browsers and Incognito modes
  6. Deleted csUsername.img file from azure .cloudconsole/cloudshell
  7. Repeated above steps 1-5

Any idea how I can get this operational again without blowing away the tenant?

    As per https://learn.microsoft.com/en-us/azure/cloud-shell/faq-troubleshooting#terminal-output---sorry-your-cloud-shell-failed-to-provision-codetenantdisabled-

    Terminal output - Sorry, your Cloud Shell failed to provision: {"code":"TenantDisabled" ...}

    • Details: In rare cases, Azure might flag out-of-the-ordinary resource consumption based in from Cloud Shell as fraudulent activity. When this occurs, Azure disables Cloud Shell at the tenant level and you see the following error message:

Sorry, your Cloud Shell failed to provision: {"code":"TenantDisabled","message":"Cloud Shell has been disabled in directory<>."} Please refresh the page.

There can be legitimate use cases where CPU usage in your Azure Cloud Shell instance exceeds the thresholds that trigger fraud prevention and block your tenant. Large AZCopy jobs could be the cause this event. The Microsoft Azure engineering team can help to figure out why the tenant was disabled and re-enable it.
    • Resolution: To investigate the cause and re-enable Cloud Shell for your tenant, open a new Azure support request. Include the following details:
      1. Tenant ID
      2. The business justification and a description of how you use Cloud Shell.

    Hello Robert Callahan

The TenantDisabled error indicates that Cloud Shell has been disabled at the directory (tenant) level, rather than being a local issue with your browser or storage. To resolve this, a tenant (Global) administrator will need to re-enable Cloud Shell for your directory. Here are some steps you can take:

Chek your Azure AD Global Administrator to go to the Azure portal

    • Azure Active Directory > User Settings > Cloud Shell
    • Toggle “Enable Cloud Shell” (or equivalent setting) back on

If your organization uses Azure Policy or Management Groups to restrict services, ask them to remove or modify any policy that blocks the Microsoft.Storage resource provider or Cloud Shell. After Cloud Shell is re-enabled, retry provisioning.

Also, please check if you have the appropriate permissions to run Cloud Shell for the storage account level.
